Rather than the MATY templates, I’d recommend using meetme2theriver’s clean templates here, as they contain fixes for Maxis Sims: http://meetme2theriver.livejournal.com/63030.html
Based on the anon’s original ask, it seemed as if they might have wanted to use the original Maxis uni subhoods but move in their own custom dormies (instead of building an entire subhood from scratch). Meetme’s templates are cleaned and fixed, but they still contain the townies and dormies. I’ve not seen/used clean templates without townies/dormies myself, but according to this post it’s something that does (did?) exist at one point. The post is very old and a lot of the links are broken, so I was just trying to track down a current link that anon might find useful.
As for clean Maxis templates with all playables and townies intact, though, you’re absolutely right – meetme’s are the best. I use them myself for my (very neglected) uberhood. 😀
